The Prime Minister, Shri Narendra
Modi has urged the first time voters to
exercise their franchise in record
numbers in upcoming Lok Sabha
elections. Addressing the nation in his
Mann Ki Baat programme on
Akashvani this morning, Shri Modi said
that the more youth participate in the
electoral process, the more beneficial its
results will be for the country. He was
happy to note that the Election
Commission has started a campaign -
'Mera Pehla Vote - Desh Ke Liye'.
Through this, first time voters have
been requested to vote in maximum
numbers.
Prime Minister said, India is proud
of its youth which is full of enthusiasm
and energy. He pointed out that they are
getting a chance to elect a member for the 18
th
Lok Sabha upon turning 18. He said, this
means that the 18
th
Lok Sabha will also be a
symbol of youth aspiration. He added that the
youth should not only be part of political
activities, but also remain aware of the
discussions and debates during this period.
Prime Minister also asked influencers of the
country, including from the world of sports,
film industry, litterateur and social media, to
actively participate in this campaign and
motivate the first time voters.

women power in the developmental journey
of the country. He quoted Mahakavi
Bharatiyar and said that the world will prosper
only when women get equal opportunities.
Shri Modi asserted that woman power of India
is touching new heights of progress in every
field. He said 'Namo Drone Didi' is the talk
of the town today. In today's Mann Ki
Baat, Prime Minister spoke to Namo
Drone Didi Sunita from Sitapur in
Uttar Pradesh. Sunita shared her
journey of becoming a Drone Didi with
the Prime Minister and listeners. Prime
Minister noted that another area where
women have demonstrated their
leadership abilities is natural farming,
water conservation and sanitation. He
expressed satisfaction that women are
now extending natural farming in every
corner of the country.
Prime Minister also touched upon
the subject of wildlife conservation in
this episode of Mann Ki Baat. World
Wildlife Day will be observed on the

of March. This day is celebrated with
the aim of spreading awareness about
the conservation of wild animals. Shri Modi
said that this year, Digital Innovation has
been kept paramount in the theme of the
World Wildlife Day. He was pleased to note
that technology is being used extensively for
the conservation of wildlife in different parts
of the country.
Prime Minister said that the number of
tigers has increased in the last few years
through the efforts of the Government. The
number of tigers in the Tiger Reserve of
Chandrapur, Maharashtra has risen to more

Intelligence is being taken to reduce conflict
between humans and tigers in Chandrapur
district. Cameras have been installed on the
border of the villages and the forest. Local
people get alerts on their mobile whenever a
tiger comes near a village with the help of AI.
Prime Minister hailed this system for
providing a lot of convenience to the people
in the 13 villages around this Tiger Reserve.
Shri Modi highlighted that young
entrepreneurs are also working on new
innovations for wildlife conservation and eco-
tourism. Prime Minister emphasized that the
biodiversity of the country is becoming richer
with every such effort towards conservation of
wildlife. He praised the tribal families living
in Khatkali village near Melghat Tiger Reserve
in Maharashtra for living in harmony with
nature.
Prime Minister said, there are many people
who are engaged in preserving their culture and
language through songs and dances. He found
the life of Venkappa Ambaji Sugetkar of
Karnataka very inspiring. Sugatkar, a resident of
Bagalkot, is a folk singer who has sung more than
1000 Gondhali songs and has also widely
propagated stories in this language. Shri Modi
announced that the National Creators Award has
been started in the country to honour the talent
of content creators. He said that preparations are
being made to honour change makers in different
categories who are using technology to become
effective voices of social change. The contest is

The Government of
India has approved
amendments to the
Electricity (Rights of
Consumers) Rules, 2020.
Issuing the
amendments, the Union
Minister for Power and
New & Renewable
Energy Shri R. K. Singh
stated that these
amendments further
reduce the timeline for
getting new electricity
connections and that
they simplify the process
of setting up rooftop solar
installations. The
Minister informed that
the amendments
empower consumers
living in multistoried
flats in choosing their
connection type and
ensure separate billing
for common areas and
back-up generators in
residential societies,
thus enhancing
transparency. The
amendments also
provide for check meters
to be installed by
distribution company in
case of consumer
complaints, to verify
electricity consumption.
The major
amendments made are
as follows.
Facilitating Easier and
Passenger tickets for Foreshore sector vessels is being issued to the general public from 23.02.2024
(Friday) onwards.
Passengers may book their tickets from DSS e-ticketing portal (https://dss.andaman.gov.in/eticketing)on all
days from 09.00 AM to 04.00 PM and from STARS Ticketing Counter in all working days from 9.00 AM to
04.00 PM, except on Saturday from 09.00 AM to 12.00 PM.

Govt. amends Electricity (Rights of Consumers) Rules;
amended Rules will further empower consumers: Minister
Separate Connections for Electric Vehicle
Charging Stations; Amendments reduce timeline for
getting new electricity connections
Installing Rooftop Solar Systems gets easier and faster
Faster installation of
Rooftop Solar Systems
Amendments have
been made in the Rules,
to facilitate faster
installation and enhance
the ease of setting up
Rooftop Solar PV
systems at the premises
of prosumers.
Exemption has been
given for the
requirement of technical
feasibility study, for
systems up to a capacity
of 10 kW. For systems of
capacity higher than 10
kW, the timeline for
completing the
feasibility study has
been reduced from
twenty days to fifteen
days. Further, in case the
study is not completed
within the stipulated
time, the approval will
be deemed to have been
given.
Additionally, it has
now been mandated
that the distribution
system strengthening
necessary for rooftop
solar PV systems up to 5
kW capacity will be
done by the distribution
company at its own cost.
Further, the timeline
for the distribution
licensee to commission
Rooftop Solar PV
systems has been
reduced from thirty days
to fifteen days.
Separate Connections
for Electric Vehicle
Charging Stations
Consumers can now
obtain separate
electricity connections
for charging their
Electric Vehicles (EVs).
This aligns with the
country's goal of
reducing carbon
emissions and reaching
Net Zero by the year
2070.
New connections and
change in existing
connections to be
obtained faster
The time period for
obtaining a new
electricity connection
under the Rules has
been reduced from
seven days to three days
in metropolitan areas,
from fifteen days to
seven days in other
municipal areas, and
from thirty days to
fifteen days in rural
areas. However, in rural
areas with hilly terrain,
the time period for new
connections or for
modifications in existing
connections will remain
thirty days.
Additional Rights for
Consumers in
Residential Colonies
and Flats
Provisions have been
introduced in the Rules,
to enhance consumer
choice and promote
greater transparency in
metering and billing.
Owners residing in
co-operative group
housing societies, multi-
storied buildings,
residential colonies, etc.,
will now have the option
to choose from the
distribution licensee
either individual
connections for
everyone or a single-
point connection for the
whole premises. The
exercise of the option
will be based on a
transparent ballot to be
conducted by the
Distribution Company.
Parity has also been
brought in the tariff
charged to consumers
who get electricity
supplied through single-
point connection and to
those who avail of
individual connections.
Metering, billing, and
collection will be done
separately for: (i)
individual electricity
consumption sourced
from the distribution
licensee, (ii) individual
consumption of backup
power supplied by the
residential association,
and (iii) electricity
consumption for
common areas of such
residential associations,
which is sourced from
the distribution licensee.
Mandatory Additional
Meter in cases of
Complaints
In cases where
consumers raise
complaints about meter
reading not aligning with
their actual electricity
consumption, the
distribution licensee is
now required to install
an additional meter
within five days from the
date of receipt of the
complaint. This
additional meter will be
used to verify the
consumption for a
minimum period of
three months, thus
reassuring consumers
and ensuring accuracy in
billing.
The Power and New &
Renewable Energy
Minister stated that the
interest of consumers is
paramount for the
Government. It is for this
purpose that the
Government issued the
Electricity (Rights of
Consumers) Rules, 2020
on 31
st
December, 2020,
thus setting standards for
services provided by
electricity distribution
companies all over India.
These rules cover aspects
such as billing,
c o m p l a i n t s ,
compensation and
timelines for new
connections. They also
offer support for
renewable energy
generation by prosumers.
The Power and New &
Renewable Energy
Minister stated that the
present amendments
will further empower the
consumers.

2020 and amendments
since then, including the
present amendment
issued on February 22,
2024 can be found in the
