and Evaluation Services (CARES) programs that will assist low-income or otherwise needy
households with either temporary or long-term reduction in budget payments. Contact your

The Dollar Energy Fund provides cash assistance to utility customers to help them pay their
utility bills. Hardship funds provide assistance grants to customers who “fall through the
cracks” of other nancial assistance programs, or to those who still have a critical need for
assistance after other resources have been exhausted. The fund makes payments directly to
companies on behalf of eligible customers.

Low-Income Home Energy Assistance Program (LIHEAP)

Income-eligible households can apply for an energy assistance grants. The program is based on
income and number in a household. LIHEAP Provides cash assistance to help utility customers
pay residential energy bills. The program normally opens around November each year.
Low-Income Water Assistance Program (LIWAP)

LIWAP is a temporary emergency program to help low-income families pay overdue water bills.

The PUC regulates the many essential utility services that residents and business rely on every
day. The PUC works to ensure safe and reliable utilities at reasonable rates. For most concerns
with a PUC-regulated utility, you must contact the utility before you le a complaint through
the PUC. If you have a problem with a utility and have already contacted the utility, ling a
complaint is the next step. Two types of complaints can be led with the PUC—informal or
formal. Common informal complaints include residential billing issues, service quality and
payment arrangement requests. Common formal complaints include rate protests. The PUC
recommend that you use the informal complaint process rst, since many issues are resolved
sooner through this simpler process.
